[Until now, his most promising plan had been to dispose of the chief of police, but really, Kiritsugu knows he has no way of doing that yet. Even if he were to succeed, losing a man in that position did little the last time it happened. However, to take charge of the role would make him privy to the information the entire town needs to escape. Not only that, the opposition he would receive in acting against key targets would be massively reduced. It sounds like a daunting task, considering the application's requirements, but Kiritsugu doesn't have the same look in his eyes he did a month ago. Losing his children again tore down the walls he had imposed on himself since the fire.]
[He's already aware of two individuals with a spotty record, but neither of them will give him a confession. One is his 'wife', and the other is a certain priest he'd much rather see dead than behind bars. Both are impossible to force into doing so. It seems he'll have to take a different approach.]
[As someone applying for chief of police, he's able to make promises no other resident would be able to. This doesn't mean he has to fulfill them if not doing so keeps the residents safe, of course. Perhaps it's time to take advantage of his newly regained mentality.]

I require the private confessions of five moderate to large offenses for the post of chief of police. I can promise you that you will not be persecuted, and if incarcerated, you will be released if I obtain the position.
[He's not too happy about doing this so publicly, but there is no other way to do so. He's very careful to not say anything about himself, in the interest of cloaking his identity. If he's recognized by anyone that knows him, his modus operandi will obviously be leaked, which Kiritsugu knows many of the townspeople would not be okay with their chief of police having. Still, he doubts that they will have the time to divulge that before he gets everything he can out of this attempt. In the end, it's in the interest of everyone's escape. He feels no regret.]

[While Kotomine's thoughts towards Kiritsugu are reciprocated in the belief that his enemy will be fully capable of putting the pieces of his plan together, this also happens to be the exact reason he doesn't feel at ease saying anything the priest may use. Kirei's dangerous enough as it is.]
[He wants to lie to him but, much to his chagrin, Kotomine knows him better than anyone in this town. He wouldn't believe that Kiritsugu's doing this for selfish reasons.]

[Not bitter, merely correcting himself. Frankly, he expects most conversations with Kiritsugu to go this route.]
I am merely curious. Though I sincerely doubt you take such a path for personal gain, I find it difficult to fathom precisely why you believe it prudent.
